Frank is a seasoned litigator focusing on insurance coverage and bad faith litigation. He brings extensive experience in complex civil matters, including business and commercial torts, catastrophic injury and wrongful death cases, civil rights litigation, gaming contract disputes, municipal defense, and product and premises liability. Throughout his career in both the public and private sectors, Frank has litigated hundreds of cases at every stage — from initial valuation and pleadings through discovery, mediation, jury and non-jury trials, and post-judgment proceedings.
Prior to joining Cozen O’Connor, Frank was a partner at an AmLaw 100 law firm, where he focused on bad faith insurance litigation, Sec 1983 civil rights defense, insurance coverage litigation, personal injury defense, and appellate litigation. Previously, he served for six years as a senior deputy attorney general, the Office of the Nevada Attorney General in Las Vegas.
As a senior deputy attorney general, Frank was one of the leading appellate and civil rights attorneys in the Ninth Circuit, leading appellate litigation for the Nevada Department of Corrections and handling complex civil matters for state agencies, including the Departments of Wildlife, the Taxicab Authority, and the Solicitor General’s Office. Frank has appeared in over 150 cases in the Ninth Circuit Court of Appeals and over 100 cases at the Nevada Supreme Court/Court of Appeals. He has participated dozens of times for oral arguments in these Appellate Courts, having received favorable published rulings in the Ninth Circuit for the matters of Cates v. Stroud 976 F.3d 972 (USSC Certiorari denied after writ petition briefing 20-1438), Evans v. Skolnik (997 F.3d 1060), and Nasby v. State of Nevada et al. No. 21-15044 (9th Cir. 2023).
Frank was a 2021 recipient of the prestigious Jefferson B. Fordham Advocacy Award in Law Office Accomplishment from the American Bar Association Section of State and Local Government Law. The Nevada State Legislature passed two laws sponsored by the Office of the Attorney General and related to his Policy Research Team findings.
Frank began his legal career as a law clerk for the Honorable Judge Jennifer Togliatti in the Nevada Eighth Judicial District Court and completed an externship with the U.S. Attorney’s Office Civil Division. He holds a joint J.D./M.B.A. from the University of Nevada, Las Vegas and a B.A. from the University of San Diego.
