LAS VEGAS, May 19, 2025 — Cozen O'Connor has announced veteran Nevada insurance litigator Frank Toddre, II, one of the Ninth Circuit’s leading appellate and civil rights attorneys and a former senior deputy attorney general in Nevada, has joined the growing ranks of its award-winning Global Insurance Department. Toddre, who comes to the firm from Lewis Brisbois, joins Cozen O’Connor as a member and will work out of its Las Vegas office.
Toddre focuses his practice on bad faith insurance litigation, Sec 1983 Civil Rights defense, insurance coverage litigation, personal injury defense, and appellate litigation. Leveraging a lengthy career in both private and public practice, he brings to the firm a strong background in catastrophic injury and wrongful death cases, product and premises liability, civil rights litigation, municipal defense, business and commercial tort cases, and gaming contract cases.
Working closely with carriers and insurance company general counsel, he has developed a strong reputation for handling cases from cradle to grave — from initial valuations, pleadings, and discovery, to mediation, trial, and post judgment.

During his years as senior deputy attorney general in Nevada, Toddre provided general legal counsel for the departments of Corrections (NDOC), Wildlife, Taxicab Authority, and the Solicitor General’s Office. He was the head of appellate litigation for the NDOC and managed a wide range of difficult, often complex litigation matters. Overall, he has handled over 150 cases in the Ninth Circuit Court of Appeals and over 100 cases at the Nevada Supreme Court/Court of Appeals.

Toddre is a member of the Nevada State Bar Appellate Section and the Clark County Bar Association. He also serves as a pro bono attorney for the Legal Aid of Southern Nevada’s Children's Attorney Project.

Toddre earned his J.D. at the University of Nevada’s Boyd School of Law, an M.B.A. from the University of Nevada’s Lee School of Business, and a B.A. from the University of San Diego.
