Jerry is a nationally recognized public finance attorney who has over four decades of distinguished experience in public finance and tax law, combining a foundation in accounting with a highly accomplished legal career and leadership in the public finance sector.

After beginning his professional journey in accounting, including positions at a major international accounting firm and within the internal audit department of a global commercial insurance company, Jerry transitioned to the practice of law, focusing on public finance and general tax matters. He developed his legal career at prominent law firms specializing in public finance, advising on complex public finance tax transactions and advancing to leadership roles. He was a tax partner responsible for municipal bond tax matters in the public finance groups of nationally recognized firms, where his practice concentrated exclusively on public finance taxation and restructuring transactions.

Throughout his career, Jerry has advised state and local governments, educational institutions, underwriters, financial institutions, and bond purchasers nationwide. He has counseled clients on the tax aspects of thousands of public finance transactions, including governmental and qualified private activity bonds. Jerry is recognized for his technical mastery of tax-exempt financing structures, regulatory compliance, and post-issuance matters. He has been a frequent speaker and author on developments in public finance tax law, presenting to bar associations, professional organizations, and industry groups across the country.

In addition to his private practice, Jerry served as Executive Director of a state educational facilities authority, where he oversaw the structuring and issuance of municipal bond transactions totaling more than $2.15 billion. These financings supported the construction, modernization, and refinancing of facilities for colleges and universities statewide. In this role, he also served on the board of directors of a national association representing health and higher education financing authorities, offering strategic insight into the policy, operational, and financial challenges facing public finance issuers.

Jerry’s leadership and professional excellence have been widely recognized in the public finance community. He has served as Chair and Vice Chair of the American Bar Association’s Tax-Exempt Financing Committee and he spent more than a decade on the National Association of Bond Lawyers’ Bond Attorney Workshop Steering Committee, where he chaired programs on post-issuance compliance, remedial actions, enforcement matters, and allocation and accounting rules. His honors include being elected a Fellow of the American College of Tax Counsel and the American College of Bond Counsel, and being designated a Life Fellow of the American Bar Foundation. He has also been rated AV Preeminent by Martindale-Hubbell, reflecting the highest level of professional excellence and ethical standards.
