Stuart A. Shorenstein

Managing Director, Cozen O’Connor Public Strategies

Stuart is a co-founder of Cozen O’Connor Public Strategies and the former chair of its New York practice, with decades of experience in government relations and advocacy. He leverages deep relationships—from New York City Hall to the governor’s mansion and state capitol in Albany to the United States Senate and House of Representatives in Washington, D.C.—to advance clients’ business and policy priorities through tailored strategies before federal, state, and local administrations, legislators, private-sector stakeholders, and when applicable, the media.

Respected for his strategic creativity, resourcefulness, and perseverance, Stuart brings a persuasive and politically attuned approach to representing a wide range of industries, including gaming, media, finance, insurance, and technology. Over the course of his career, Stuart has served on federal and state transition teams, including for President Bill Clinton, and has advised candidates for Congress, governor, attorneys general, state and local offices, and members of the judiciary, navigating New York’s complex political landscape.

In addition to advocating on legislative and administrative issues, Stuart is a seasoned attorney at Cozen O’Connor, where he has built a national reputation in communications law. He played a pivotal role in a landmark 2019 First Amendment case before the U.S. Supreme Court and has led major transactions in the media sector. He has also served in court-appointed roles such as guardian ad litem, real estate receiver, and fiduciary for high-net-worth clients.

Stuart has long served as regulatory and licensing counsel before the Federal Communications Commission (FCC), representing clients across the broadcast, cable, broadband, new media, and publishing sectors. A founding member of the Federal Communications Bar Association’s (FCBA) New York Chapter, he was the first New Yorker elected to its Executive Committee and previously chaired its Transactional Practice Committee. He also taught communications law as an adjunct professor at Hofstra University School of Law.

Stuart holds an undergraduate degree from Duke University and earned his J.D. from New York University School of Law, where he was named a University Scholar.

IRS Begins Major Initiative to Audit 6,000 Companies [Labor and Employment Alert!]

The Internal Revenue Service (“IRS”) has determined to perform its most expansive and widespread audit initiative in recent history. Beginning in early 2010, the IRS will audit the federal tax returns of 6,000 companies to assess compliance with tax and labor regulations. This new audit initiative will be conducted in three phases, with the IRS studying the tax returns of 2,000 companies in each of 2010, 2011 and 2012.
