US Supreme Court Examines Birthright Citizenship [Legal Intelligencer]

On April 1, 2026, the Supreme Court will hear argument in a case challenging President Trump’s Executive Order 14160 restricting birthright citizenship. The order highlights the phrase “subject to the jurisdiction” in Section One. In this Legal Intelligencer article, Cozen O’Connor attorneys Stephen Miller and Angela Howat note that the government urges a narrow reading of that phrase—specifically, arguing that immigrants without lawful permanent resident status are not “subject to the jurisdiction” of the federal government.

Angela focuses her practice on business litigation.

Before joining the firm, Angela was a law clerk for the Honorable Timothy J. Savage of the U.S. District Court for the Eastern District of Pennsylvania. During law school, she gained experience as a summer associate at a large litigation firm, a legal intern with the Nationalities Service Center and the Free Migration Project, and a paralegal at an immigration law firm.

Angela earned her J.D., magna cum laude, from Temple University Beasley School of Law in 2023, where she served as an editor and editorial board member of the Temple Law Review.

Angela is bilingual, speaking Spanish and English.
