Key Change for H-1B and L-1 Visa Holders
Historically, H-1B and L-1 visa holders traveling abroad to renew their visas—after having previously been issued an H-1B or L-1 visa in the same category—were often eligible for an interview waiver. Under the new guidance from DOS, this is no longer the case. The majority of visa renewals will now require an in-person interview, unless the applicant qualifies under very limited exceptions.
Who May Still Qualify for an Interview Waiver
Interview waivers will generally be limited to:

Certain diplomatic and official visa categories (e.g., A, G, NATO, TECRO E-1).

Applicants renewing a B-1/B-2 visa or Border Crossing Card within 12 months of expiration, if the prior visa was issued for full validity and the applicant is at least 18.

Even for those categories still eligible, applicants must:

Consular officers retain discretion to require interviews on a case-by-case basis, regardless of eligibility.
