May 1, 2025, was the first compliance report deadline under New York City’s Local Law 97 (LL97). LL97 requires most buildings over 25,000 square feet, including condominiums (condos) and cooperatives (coops), to limit carbon emissions and self-report on the same or face significant penalties. Missed the deadline?
The New York City Department of Buildings has announced a 60-day grace period, through June 30, 2025, allowing timely filing without penalty for those who missed the May 1 deadline.
Need even more time?
Building owners have between now and June 30, 2025, to apply for an extension, which will further extend the deadline to August 29, 2025, provided a registered design professional or qualified retro-commissioning agent confirms they have been hired to complete the report. Once granted, the LL97 extension will also extend the deadline for benchmarking compliance to August 29, 2025.
Wondering how to request an extension?
You can submit an LL97 Extension Request ticket on the LL97 Reporting Portal and pay the filing fee through DOB NOW by June 30, 2025.
A complete LL97 Extension Request ticket must include:

Building address, Borough-Block-Lot (BBL), and Building Identification Number (BIN);

Confirmation of Registered Design Professional (RDP) or Qualified Retro-Commissioning (RCx) Agent attestation and upload of attestation documentation, if applicable; and

DOB NOW Payment Confirmation Number.
