PITTSBURGH, July 25, 2025 – Jeffrey A. Mills, a member of Cozen O’Connor’s Real Estate Practice and Public & Project Finance Group, has been appointed to the Board of Directors of the Washington County Redevelopment Authority for a four-year term.

The Washington County Redevelopment Authority promotes economic growth across Washington County by administering state and federal programs that support business expansion and financing for industrial, commercial, and residential development, and by partnering with public and private entities to attract investment and revitalize key areas. Jeffrey’s term will run through July 2029.

Jeffrey has extensive experience in commercial and corporate finance, tax-exempt and taxable bonds, and general corporate representation. His real estate work includes acquisitions, divestitures, land use and zoning, leasing, financing, and securing economic incentives for commercial, retail, office, and industrial development.

In his public finance practice, Jeffrey represents state and local governments, school districts, authorities, and underwriters in the issuance of tax-exempt and taxable bonds, serving as bond counsel, underwriter’s counsel, and special tax counsel. He is also a certified public accountant and a nationally recognized member of the Red Book Bond Counsel, a distinction reserved for legal professionals with expertise in municipal securities and tax-exempt bond law.

“Jeff’s experience in public finance, real estate law, and economic development makes him a tremendous asset to the Redevelopment Authority,” said Commissioner Electra Janis. “His background will help us continue to attract investment and revitalize key corridors throughout Washington County.”
