Mark Vacha will moderate and speak on the panel “Tax: Recent Developments and Review” at the Pennsylvania Association of Bond Lawyers’ Annual Seminar. The panel will discuss developments over the last several months and years related to tax-exempt bonds and public finance, including proposed and final Treasury regulations, industry trade group comments, exempt entity developments (particularly with respect to group exemption guidance), the One Big Beautiful Bill Act (OBBBA), and an overview of the recent Priority Guidance Plan from the U.S. Treasury and IRS. The OBBBA overview will cover spaceports, exempt facility bonds, changes to low-income housing tax credits, and opportunity zones. The session will also explore tax considerations for ancillary uses of public facilities for recent technologies, such as alternative energy.
